Fish stocks, especially sardines, are in drastic decline in West Africa, causing conflicts between local fishermen and foreign industrial fleets. The lack of regional coordination and binding mechanisms could lead to an irreversible depletion of fisheries resources by 2030. Morocco is emerging as a regional leader thanks to its investments in the blue economy, but faces challenges related to resource scarcity and trade tensions with the European Union. Collective stock management and strong measures, such as moratoriums or quotas, could avoid an ecological crisis, but require a political consensus that is difficult to reach.
